We have a portal running on webapplication 80 and is not under a site collection.

We are facing a problem that every time we browse the site we have to wait until the content is loaded noting that we enabled BLOB caching and output cache profile settings but always facing the same issue taking huge time to load every almost 2 minutes

When we go to site output cache in site settings we can change the profile cache but we cant edit it is there a way to create a new profile cache under the site settings to change duration similarly to what we can do under site collection administration??

When you say that the portal is running on a web application and not under a site collection do you mean its not a SharePoint site?  or just that its running in the root site of the site collection?

If its not a SharePoint site then the BLOB and output cache settings in SharePoint won't matter.  They don't apply to regular IIS sites.

If it is the root SharePoint site then I suggest using the diagnostic tools in a Browser (Edge, IE, Chrome all have them) to determine what aspect of the page is delaying the load.  One potential issue is where the files are stored that you expect the BLOB cache to work with.  Be aware that the BLOB cache only works for graphics(files) stored in document libraries.  If the files are stored on the server disk then the BLOB cache won't help.

For output caching you can create your own custom cache profiles (with a custom duration) at the site collection level and then choose the custom profile at the site level.
