Ragupta as of now currently there is no other possible solution to get the publish settings file to integrate with chef. You need to contact with you admin in organization to get the permission for your application for getting this work done. Because without global admin permission users cannot access or integrate the application in tenant wide.Please ask your admin to get the control permissions to integrate the chef.
