I created a program for me and my friends to use but when I publish it and try to run the setup file I get an error message saying: "Your administrator has blocked this application because it potentially poses a security risk to your computer." I can't find out how to fix it. I am the administrator. All help would be appreciated.

How to fix it? That is not a coding question. You will need to change your policy filters to allow this program to run. How that is done is dependent on where the filter is set.
