I have created a new web application  (http) and gone through configuration settings including

Testing still seems to default to NTLM every time as per event logs. Not sure if the problem is more on the AD/Environment configuration or more on the SharePoint end.

You'll never change auth settings via IIS. It's always done via Central Admin/PowerShell.

I'm assuming your SPN is in the format of HTTP/mysite.com DOMAIN\serviceAcctName. Are you making sure to try from a client, not the SharePoint server? Any connection made locally by IE to SharePoint on the SharePoint server will use NTLM.
