Currently we are not able to edit in datasheet and Export in spreadsheet in  On-Premise SharePoint .
Navigate to IE and enter the URL. Under action

I have tried installing the below update , edit in data view is fixed. But still edit is spreadsheet remain the same.

Per my knowledge Office 365 ProPlus has SharePoint Foundation support.

请转到"Internet选项"->程序"->管理加载项"，确保已启用所有与SharePoint相关的加载项.

Please go to Internet Options->programs->manage add-ons, make sure all SharePoint related add-ons are enabled.

In addition, from your image, you are using SharePoint 2007. not SharePoint 2010. So, for this issue, I suggest you create a new thread on SharePoint 2007 forum.
