1. Re Microsoft stopping public facing websites on SharePoint, does this also apply to SharePoint users that don't have Office 365 but just SharePoint as a product? We have an institutional public facing website which we implemented pre-2015 (in 2012) and moved from SharePoint 2013 to 2016.

The removal of the public site was only from SharePoint Online (Office 365).  There is nothing in SharePoint itself that prevents it from being used as an external facing site.  Anonymous access and Authentication mechanisms that worked in an on-premises SharePoint 2013 will continue to work in SharePoint 2016.
