DICOM is apparently a rather articulate standard. Probably it would be better buying a commercial library for the purpose. Anyway you cannot get a great help on a Quick Answers forum.

from code project you can get the code in C#, in this they able to display the image and tags, but i don''t know it its not displaying complete tag description for all.
