You really need to do your University tasks by yourself. Your University gives you a chance to learn something, use it well. Of course, you need to know literature, but this is what I would advise: you can really understand the literature on the topic when you try to create your own system. Also, are you sure that if you find some useful material and build your work based on it, it would be really "your own file system" as you stated in your question?

Even though a design for a good file system can be very complicated, the requirements for such system are quite transparent and clear to any decent software developer.

If you still have no clue, maybe you should pick a different topic for your research project? (Different major? different university? different carrier?..)
