i found one of the user just downvote my answers even if it is accepted and upvoted by someone. so how can CP detect them ? let them do it ?

Wait a minute. Do you think that if 3 people have opinion A, and 1 person have opinion B, it means that the opinion A is correct? If you really think so, I would recommend you to avoid answering questions as an expert — you are already very biased.
