If by any chance "restore down" button means to you the restore/minimize/maximize widget of the browsers window then I have bad news for you. If the window does have a restore/minimize/maximize button it can''t (and there is no reason it should) be disabled via JavaScript.

You can check here what can be done via window.open[^] command. If the documentation can be trusted you can set titlebar=no only under this condition:

"It applies only if the calling application is an HTML Application or a trusted dialog box"
