I have Nokia C7-00 mobile handset. Camera is 8 MP. I want to get the Output from camera/flash (anyone out of both) like projector same as spice projector mobile. Can anybody help me to achieve this by giving me code. Java would me highly preferable.

Please provide me with the code or any site which would provide me the code /idea to develop the program.

A camera is an input device. Could you print a sheet of paper by running your keyboard over it?

A flash is just that: an LED that produces a bright light to give general illumination.

You would need something that provides a single focused beam of light, that is steerable and intensity / colour alterable.

You need different hardware...
