So I've spent a significant amount of time coding and designing this webpage, and it works perfectly in every browser I've tested it in: IE7, IE9, Firefox, Chrome, Safari. Okay, I figured this out. If you put height: "100%"; in the html tag of your page's CSS stylesheet, it will break scrolling in IE8, but other browsers will still work. Go figure.
