We have discovered an issue that prevents developers from acquiring a developer license.  The error message received after signing in with LiveID is:

"We couldn’t get your developer license for Windows 8 Consumer Preview.  Please check your network connection and try again."

This issue occurs after performing an upgrade from Windows 7 and preserving Apps and Settings.

A Hotfix is now available:

You cannot obtain a developer license when you upgrade from Windows 7 to Windows 8 Consumer Preview
