I am currently getting back historical keyword search rate ( thru GetHistoricalSearchCountRequest() ) and historical cpc ( thru GetEstimatedBidByKeywordsRequest() ). I am looking to get this information by state thru the api. For example, how many people searched the keyword "flowers" in the state of California last month and cpc info.

Currently this is not available via the API. I recommend filing an API feature request in the Bing Ads Feature Suggestions forum so that others can up-vote your idea.
