I am not sure, but it looks like you did only formatted one of the disk partitions. That might be not enough. These days, computers often come with a special recovery partition with OS installation and recovery facilities. This partition is used by pressing a special key on a laptop. If this is the case, the simplest solution would be redoing the disk from scratch. You could remove all partitions and create one or more from scratch. In particular, you could attach your disk to some working Windows system and use "diskpart.exe". There are many other partitioning utilities, as well as other disk utilities, which can be started from an optical disk or some removable (flash) drive.

If you want, you can create a new recovery partition by yourself.
