I have started a VM and set up the IIS inside it. I put a simple HTML page in the document directory. But I can not reach this page via the public IP with Microsoft Edge in the same VM or from any other machine  Please help.

It looks like you have to set the set the source port to "*" in your firewall blade as you client makes external connections, it doesn't use port 80. So the source needs to be "*". You can refer to similar issue addressed in SO.
