As of now you bringing your own Public IP address to Azure is not possible. You can provide your feedback here : https://feedback.azure.com/forums/217313-networking/suggestions/4127175-bring-your-own-public-ip-address-space-and-interne

But you can but a prefix of IP address in Azure and assign them to any Azure resource to which you can assign a public IP address
