One of our users deleted document library web part within the document library accidentally. We get page cannot be found error now. How can we fix this issue? It is not accessible to the document library but it an be accessed on SharePoint Designer.

If you can access it through Designer I think you have a couple options.

Delete the page in Designer go to Site Contents in your browser > Document Library > Settings and recreate the page/view.  If you use the default view the standard web parts will drop in.  You can then add additional web parts if needed by editing the page.  Once you do have the new page/view created edit the page and the web part > expand Advanced > un-check all of the allow's this will help keep the issue from happening again

Option 2: Create a new page on your site in Site Pages and bring in the web part that was deleted.  Open that new page in designer and copy and paste the web part code into the other page.  That would replace what is missing and should correct the issue.
