I try to change my Title of the site on a Communication Site HUB Site on SP UI: Settings, but it doesn't take effect.

Does Anybody know why?

When I try to change it on the right panel's Site Information, I can quickly see a red announcement:

"Classification options for your group have been…"

I found a discussion for changing it in Groups in O365 Admin Center, but my HUB site is not listed in Groups on SP Admin Center!

According to your description, I assume you failed to change the name of the HUB site and see error message  "Classification options for your group have changed. Please select the appropriate classification". Please provide screenshot of your issue for further troubleshooting.

I created a new communication site, set it as a HUB site in my Tenant. Everything works as expected when I try to change the site name in site information.  Share more information about your environment so I can work for future tests to reproduce your issue.  What is your communication site design and site classification? What kind of sites have been associated to the communication hub site? 

And please try to use the PowerShell to change the site title. You will need SharePoint Online Management Shell. Please download it there: https://www.microsoft.com/en-us/download/details.aspx?id=35588
