...and I don't mean the "Customize" link for changing predefined poor colors for existing themes.

UPDATE:

I found the Theme Libraries with typing URL.

But when I try to upload a custom STYLE.SPCOLOR file, the error says

"The documents cannot be uploaded because different permissions are needed. Request the necessary permissions."

I have full control to whole site and site collection, I'm primary admin. I have allowed running custom scripts on sharepoint.
