Cannot proceed with operation because resource /subscriptions/.../resourceGroups/.../providers/Microsoft.Network/localNetworkGateways/... used by resource /subscriptions/.../resourceGroups/.../providers/Microsoft.Network/connections/... is not in Succeeded state. Resource is in Updating state and the last operation that updated/is updating the resource is PutLocalNetworkGatewayOperation.",

Is Local Network Gateway in failed state?

You can navigate to the resource via portal to check that same. 

To mitigate do the following:

• Navigate to resources.azure.com 
• Navigate to your Local Network Gateway by choosing Subscription --> Resource Group --> Microsoft.Network --> LNG 
• On the top right you can see a switch to Read/Write. Enable read and right 
• Do a Get and PUT to the LNG and check if that resolves the issue.

If not, post the error if you get any.
