Hi Experts, 

i need the .net framework 3.5 offline installer for windows 10 1809, we need to have this for some of our application to work properly. we don't want to connect the PC to internet and this should be fully offline installation so we need to have a or installer for the same. 

https://www.microsoft.com/en-us/download/details.aspx?id=21 this link is downloading a 2.7 MB file but this is not installing the offline installer and this is asking to connect to the internet. 

http://download.microsoft.com/download/6/0/f/60fc5854-3cb8-4892-b6db-bd4f42510f28/dotnetfx35.exe this link downloads a 197 MB file but this is not working this also asks for the internet connection. 

can you please share some working link for windows 10 1809 Pro 64-bit OS.

Welcome to the MSDN forum.

As I know, .NET framework 3.5 is per-installed in windows system operation, please type "turn windows feature on or off" in search box, press "Enter", then enable ".NET framework 3.5" option. After that, you can run registry to enter to "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework Setup\NDP\v3.5", see entries SP and version. SP has value "1" and version is 3.5.30729.4926 or later, it indicates that has installed latest version of SP1 on your pc.

Actually, there are not more docs to profile offline install of .net 3.5. So I researched some older blog and reference, hope it would be helpful if possible:

 "in order to avoid requiring Internet access in this scenario, you need to make sure to":

1. construct an install point for the .NET Framework 3.5 that include all packages that could need to be installed in your environments. The combined installation package for the .NET Framework SP1 (Full) is available for download at https://www.microsoft.com/en-sg/download/details.aspx?id=25150 .
2. make sure that full setup package of .net 3.5 on an English OS: because the "full install" setup package for the .NET Framework 3.5 does not include any language packs, so setup will attempt to connect to the Internet when this package is run on many non-English language OS's.
3. Make sure you have the latest service pack and critical updates for the version of Windows on the computer.
