the SharePoint Foundation Web Application service is "missing" when I go to the list of Services on Server in Central Admin. It's only a small farm (1 app and 2 web server) with the service running on the web server. 

It must actually be running because the existing SharePoint sites are running, but obviously something's not right.

i run:-
1) Install-SPService
2) psconfig.exe -cmd upgrade -inplace b2b -force -cmd applicationcontent -install -cmd installfeatures cmd
3)Install-SPFeature -AllExistingFeatures

but no success

I don't think it's displayed in CA as a service. Try this to see that it is really there and running:

Get-SPService |选择TypeName，状态

Get-SPService | Select TypeName, Status
