I am setting up a test azure active directory and AZ Domain services. I went through all the configuration to do LDAPS over the internet and when i try to bind or test over the internet i get connection failures.

Can you give me more details about your issue? At what point does the connection fail? Can you enable trace logs and share those with me as well as a screenshot of your LDAP configuration?

You need to configure Secure LDAP for the Azure AD Domain Service managed domain so that you can connect to the managed domain using secure LDAP over Internet.
