As you know, when you break the permissions inheritance, SharePoint will copy all the permissions from the parent to the child and then you'll be able to furtherly change them: if you've simply stopped the permissions inheritance without changing them either on the library or on the document itself, the resulting permissions will be the same for both the objects.
