You can change the active services on each SharePoint server according to your needs and to the requirements you want to fulfill.
If you have more than one server (as it should be for any production environment) in your farm, you can fine tune each of them to run only a certain set of services: if you have a very simple SharePoint farm made up by two servers, you can set one of them as WFE and the other one as APP; the running services, the provisioned services applications the number of users accessing the farm and the number of items stored within the farm must be taken into account to properly size each server.
I'd recommend you to have at least 2 WFE and 2 APP servers for load balancing and high availability reasons.
