I am having problem connecting to the Azure SQL database. I am getting error 10060.

Hello,

Error 10060 usually means is not able to establish a connection or not able to reach the database server.

I guess you are trying to connect from on-premises and not from a VM on Azure, in that case could you please add another route to the routing table for your on-premises subnet with next hop Virtual Network Gateway. After that try to connect again.
