I've found a problem with HTTPS for which a fix was found in FIX: A System.Net.WebException occurs when you run an application to send HTTPS Web requests to a server in an embedded device

Unfortunately the the MS link to request the hotfix it doesn't reply anymore. How can I do?

You need to get the OEM of the device to provide you with a patch.  If you are the OEM, please reach out through your OEM Partner contact.
