Can the on-prem exchange server in a hybrid deployment be locked down at the firewall to just Microsoft IPs going both in and out?

Nothing that I know of connects externally to this server besides Office365.

What all ports are needed, HTTPS, SMTP, HTTP???

Yes, assuming you don't have users connecting with mobile phones, Outlook or other software outside your perimeter network.
