User has a Subscription of VS Test Professional and is in the Basic access level group, however he is not able to add Test plans for some reason please help what needs to be done?

managing Test plans require higher Visual Studio edition and therefore you need to change access level group to Advanced or VS Enterprise assuming the user does have the license.
