While doing the signing in hardware portal, there is no option to specify Windows 2016. It has only option to select Win 10. Please add the option to select Win 2016 also. See attached screenshot which has missing Win 2016 selection.

Server submissions are not yet available in Hardware Dev Center. We plan to enable this early 2018.

For Server submissions please use https://sysdev.microsoft.com.
