This AdsPath: IIS://LocalHost/W3SVC/AppPools/CIS is a path for an application pool and not for a website! This is why you can not get anything as Path. The correct AdsPath should look like this: IIS://LocalHost/W3SVC/1/CIS where 1 is the identifier of the virtual site. Here 1 usually means the "Defult Web Site", but you should check your in the IIS management console.
