I created one project in project server 2010 and i change the project owner to another person.
This person can't see the project . ( I double checked the project manger's permission he can see other project that he created before. ) 

Another thing is i changed the project owner but it not showing correct name of project owner in project site and project workflow task page.

Please help me

 I assuming you are using "My Project" Category (default one).

As you can see in the image in the project section of the category there are 3 checkboxes are checked.

2. "The User is on that project's Project Team":- This setting is saying that if you are there in the project team than you can see the project.
3. "A resource on the project's Project Team is a descendant of the User via RBS":- this setting is for RBS security and its saying that all the projects of that user who are decedent via your RBS hierarchy will be visible for the category’s users.

So if you want that user to see that project then according to these setting you need to take action.
