If you are asking as a MS Project Online Administrator, then -

4. In the Format View section, select the grouping as Department

However, if you are asking as a regular user who wants to have a personal view, it is easier to do it (REMEMBER THAT this view is a personal view and others will not be able to see this grouping)

1. Select the view that you want to update and click on Grouping dropdown at the top. Select the dropdown option that you want to use

If you do not see the field that you want to use, that means that field has not been added in the view by your admin (see step 3 in the Admin section) and cannot be used for grouping.
