I have a problem with the certification of my win phone application's submission. I tried to upload a new submission of my windows phone application and have got an error: "Apps that collect financial data must be Business account type". Can I upgrade my dev account to a business account type? If yes, how can I do it? If no, how can I create a business account and what differences between dev and business account types?

Your dev account is the individual account while business account is the company account type. For the detailed difference, you could refer to Account type, locations, and fees.

No, it's not possible to do it. But you can contact Dev Center support so that they can assist you register a new company account and transfer your publisher info and existing application data. You may lose your review and other report data though.
