According to the test in my machine, I got the same result as you. The NavigationTable has been remove from TFS2017 update2 RC, but I could find it in TFS2017 update1. Could you please tell me what did you want to do with the NavigationTable? The Legacy Hub extension is out-of-data now, I suggest that you could try to write your extension like the following link:
