Is it possible to transfer an app to a different publisher? With iOS apps it's a very simple process that can be accomplished quickly using their dev portals and just requires digitally signing some legal docs but I can't find anything similar for windows apps.

The goal is to transfer the app in a way that will keep users (so they still get updates without having to reinstall) and the app's reviews/ratings/id aren't lost

Does such a feature exist for windows apps?

The answer is yes. You might follow the steps below from @domagojpa's blog to reach your purpose:

1) Sign in to Windows Phone Dev Center with the account that currently owns the app you want to transfer
2) Submit a support ticket
3) Write that you want to move the app from one account to another, and include all relevant information
4) The process can take up to a week
5) That’s it – app is moved to another account: all stats, downloads and reviews are preserved!
