We have recently migrated from TFS2013.2 to TFS2017.1  with the expectation that there are going to be some teething issues.

Currently we can only assign tasks to ourselves on the taskboard while previously we could assign it to any team member.

I have already tried playing with security by enabling "Make Requests on Behalf of Others"

There is a query that we have also run in the test environment which did not produce the output that we wanted.

It's not related to your permission but an expected view. You can simply type the user name then click Search, you will be able to chose the user.
