I am using Team Foundation Server Standalone Office Integration to load work items into Team Services from a legacy system.  I've created several custom states used by the legacy system. The import does not seem to accept items with any state other than "New."  

Any ideas about how to import work items with states other than "New"?

Hi spollackQA,

When you import new work items, the state need to be the start state. The start state is the to state in your work item workflow <transition from "" to "State1"> . Every new work item the start state need to choose State1. 

If you want to the start state other than "New", in your work item type definition, you could add custom state as the start state.

For example, this is the Task workflow, the start state is "To Do":
