I have currently been developing an app on Windows 7 with the 7.1 SDK.

My hard drive has crashed and I have replaced and installed Windows 8.   I have just started the process of re-installing stuff an have just installed VS2010.  Just tried to  install the 7.1 SDK and it says that its incompatible with Windows 8.

So, I can install VS2012 and the Windows 8 SDK and then I  should be up and going again?  And no problem targeting my app for Windows 7 phone still from this setup?  I will not be limited to Windows Phone 8 devices only?   (My test phone is Windows Phone 7)

And failing this, is it possible to install the 7.1 SDK and develop under Windows 7?
