I failed with creation of own ISO-image with IBW. What I did:

1. Created files set from ICE (Tools -> Create Media -> Create IBW Image with full Catalog...)
2. Created ISO-image by OsCdImg from Toolkit [C:\Program Files (x86)\Windows Embedded 8 Standard\Toolset\Windows Deployment Tools\Deployment Tools\amd64\Oscdimg]:

oscdimg -betfsboot.com -u2 <path to folder with IBW files> <ISO-file>

3. Booted Hyper-V VM (Windows 8 Professional), pressed "Install Now", typed product key, accepted license and got the error:

4. There is no error if files from original IBW disk are used for ISO-image creation. So the problem is not in ISO mastering utility, but in IBW files.

What is your exact command for oscdimg? Do you include the boot fro etfboot.com file? If you try VirtualBox or VMware as a virtual machine target, does the ISO file fail the same way?
