I assume you get the "Unable to connect to phone. Please check that the Zune software is running and that Zune's sync partnership with your phone has been established." message as the "Status:" text in the "Windows Phone Developer Registration" tool. On 64-bit Windows 7 PCs the "Windows Phone Developer Registration" tool is located at "C:\Program Files (x86)\Microsoft SDKs\Windows Phone\v7.0\Tools\Phone Registration\PhoneReg.exe".

Please make sure that the Zune software (version 4.7.1404.0) is running and shows your Windows Phone 7 device as connected before you launch the "Windows Phone Developer Registration" tool.
