My app uses some components that are not currently developed for windows phone 8.1 so I was going to build the app in the Windows Phone 8.0 SDK. But I know that other platforms stop you submitting apps in older SDK's, but what about Microsoft? Can I still submit a brand new app built on the Windows Phone 8 SDK?
