如果您使用TFVC，请确保将开发分支签入TFS，并将此分支的读取权限授予其他人。

How do I lock my master branch to other users expect the user which I want to give permission from development branch users setup an review process before merge; And my development branch is not visible to other individual to whom I share in the organization.

Thanks for posting here.

Which kind of source control version do you use, TFVC or Git?

If you use TFVC, make sure the development branch is checked in to TFS and give the read permissions for this branch to others.

If you use Git, make sure this branch is published to TFVC, I mean it's not a local branch.
