The following API doc mentions that Destination URLs are deprecated and will be read-only starting in the second calendar quarter of 2016.

We also found a blog about the Destination URL http://blogs.msdn.com/b/bing_ads_api/archive/2015/06/11/announcing-the-availability-of-bing-ads-v10-api-interfaces-in-sandbox.aspx . It stated we won’t be able to manage Destination Urls during early calendar Q1 2016.

What's the exact date for the destination urls to become read only, April 1st?  Please advise.

Great question, as the dates have slipped since the original announcement was made. For now you can assume it will be closer to the 2nd half of calendar 2016. The timeline will be firmed up after the pilot kicks off. We are looking to start piloting Upgraded URLs soon and if you are interested in using UURLs please email us at [e-mail].
