I recently updated my Windows HCK studio (from v8.59.12628.0 to v8.59.29757.0) and found that 'Plug & Play Driver Test (Certification)' fails on 32bit Windows 8. This failure is also seen on drivers that  used to pass with the older HCK studio version. I also installed the latest HCKFilterUpdates.cab (as mentioned by http://msdn.microsoft.com/en-us/windows/hardware/hh852367.aspx) and installed wdfcoinstaller.msi (needed for the 'Check Umdf CoInstaller Version' test). But am not sure the cause of this failure.
