Can someone answer these questions WRT WFP callout drivers?

The HCK requirements were introduced in Windows 7 and are not applicable to Vista.  Vista requires the standard driver tests to run.

您只需提交操作系统即可支持您的驱动程序包。 如果服务器不支持它，那么你不需要对服务器运行。

You only need to submit for OS's your driver package is supported on.  If it is not supported on server, then you do not need to run against server.
