I have a Share Point server 2013. As you know Project Server comes with share point 2013. I want to create 2 PWA sites in Share Point 2013, one for production and other for staging or testing purpose.

This is possible from the Project Server Service application in Central Admin, just create two PWA sites with different names if they are in the same web application.

I would recommend a dedicated test farm for testing purposes though so that you can safely test service packs and patches etc.
