Did you sign the driver? 64 bit drivers MUST be signed, or signing disabled using bcdedit or at the boot menu. Do you have WinDbg connected? Does it get to DriverEntry in the driver? If not why not? How do you expect to debug kernel code without the kernel debugger running?
