I am not sure you can achieve through the rules.

You can try like this...

Option 1: Create transport agent. Customize per your requirement and implement the feature

Option 2:
1) Create CSV file and store the list of users that the mail needs to be send. Save as "C:\scripts\test.txt"
2) Call the Powershell cmdlet and read (iterate) the users like,  Import-Csv c:\scripts\test.txt
3) Use SNM to send email
